Biography

Cash Carter assists clients, including prime contractors and subcontractors, in all areas of government contracting at every level and in all phases of the business lifecycle.

He counsels on regulatory and contracts compliance, joint venturing and U.S. Small Business Administration (SBA) government contracting programs, including teaming. Cash also performs due diligence regarding contractor mergers and acquisitions.

Cash has experience prosecuting and defending bid protests before the U.S. Court of Federal Claims and Government Accountability Office as well as size protests before the SBA’s Office of Hearings and Appeals. Cash also assists clients with government investigations and compliance.

He graduated with honors from The George Washington University Law School, where he served on The Public Contract Law Journal as well as a student attorney in the Small Business and Community Economic Development Clinic.
