Biography
Patrick Clancy has more than 50 years of experience in real estate and general corporate legal matters, with an emphasis in structured financings for affordable housing developments and health care facilities.
His work in these matters has involved public housing authorities, state and local governments, conventional lenders, investment bankers, equity providers, various corporations, and programs of Fannie Mae, Freddie Mac, and the U.S. Department of Housing and Urban Development. Over the years, Patrick has been outside counsel to both for-profit and nonprofit corporations and has worked regularly with elected and appointed officials at each governmental level to promote a variety of legislative and executive objectives to create more affordable housing.
Prior to entering private practice, Patrick was an Assistant Attorney General in Maryland, and served for one year as director of the Maryland Community Development Administration, the state’s housing finance agency. From 1982 until 1990, Patrick was an adjunct professor of law at the University of Baltimore School of Law where he taught seminars in the law of public finance.
Patrick has participated in and advocated for pro bono activities throughout his career. He has served as a trustee of the Howard County (Maryland) Library, a commissioner on the Howard County Housing Commission (the county’s public housing authority), and a commissioner on the (Maryland) Governor’s Commission on Condominiums, Cooperatives and Homeowners’ Associations. Patrick regularly provides legal advice and counsel to certain religious and charitable organizations, has been a volunteer lawyer for the Washington Area Lawyers for the Arts, and was a lecturer in entertainment law and business.
