Biography

For over 35 years, David Barsky’s diverse practice has involved all facets of Federal Housing Administration (FHA) multifamily housing and healthcare mortgage loan transactions, many involving tax-exempt bond financing, secondary financing and low-income housing tax credits.

He works with FHA-approved lenders on asset management issues involving existing FHA loans: changes in ownership (TPAs); changes in operators (CHOPs); accounts receivable financing; master leases; condemnations; and other similar matters.

He advises clients on the purchase and sale of loan and servicing portfolios, warehouse lending and other secondary market activities, He assists lenders in obtaining approval to participate in the FHA and Ginnie Mae multifamily and healthcare programs.

David has extensive experience in restructuring non-performing mortgages, including loan modifications and partial payments of claim. He assists clients in administrative actions brought by FHA and in the filing and perfection of FHA mortgage insurance claims.
