Roger Abbott, Lauren Fleming and Karl Means wrote in Law360 about guidance issued to federal agencies on the Build America, Buy America Act, which imposes a government-wide preference for domestically produced iron and steel, manufactured products and construction materials in federal infrastructure projects.

“The proposed rule still appears to be a work in progress and leaves open a number of important questions.
