Biography

Russ Randle is a seasoned export control and environmental practitioner who manages internal investigations, voluntary disclosures, transactional diligence and litigation in these substantive areas.

In his export control and economic sanctions practice, Russ has provided extensive advice about Russian and Iranian sanctions, voluntary disclosures and investigations in connection with potential export control violations, as well as assistance to clients with export licensing from the Bureau of Industry and Security (BIS), the Directorate of Defense Trade Controls (DDTC) and the National Nuclear Security Agency (NNSA).

As part of his export control practice, Russ has assisted several clients with filings with the Committee on Foreign Investment in the United States (CFIUS). Regarding import restrictions, he has been advising clients how to comply with the Uyghur Forced Labor Prevention Act (UFLPA) in connection with their imported products as well as reporting PFAS imports under the Toxic Substances Control Act (TSCA).

Russ has extensive experience with Superfund and contaminated properties, including many on the National Priorities List (NPL). He has handled numerous matters arising under the federal Clean Water Act, the Clean Air Act and the Oil Pollution Act (OPA), as well as PCB cleanups under TSCA. He has written and published extensively on environmental law issues, including the Environmental Law Institute’s Oil Pollution Deskbook (2012) and numerous American Bar Association annual updates about Superfund and Natural Resource Damage Litigation.

Russ has performed pro bono work for the DC Appleseed Center for Law and Justice, particularly with respect to the cleanup of the Anacostia River. He also advises various Episcopal Church entities in connection with secular and canon law issues, ranging from compliance with OFAC sanctions involving transfers to overseas churches to revision of the canons governing clergy discipline.
