Biography

Bill Riggins brings a deep understanding of the Maryland, D.C. and Virginia markets to his work in real estate acquisition, development and finance.

He represents buyers, sellers, developers, lenders and investors in the full breadth of real estate transactions and asset types, including industrial, energy, data centers, multifamily, office, retail, flex, educational and mixed-use urban projects.

Bill counsels clients on the acquisition of real estate, structuring and financing of projects (both equity and debt), joint ventures, sale-leasebacks, ground leasing and related due diligence, development agreements, easements and covenants. He also drafts and negotiates construction contracts, architect and engineer contracts and related project documents.

Bill focuses his real estate work on the Mid-Atlantic region with extensive experience and knowledge of the laws and regulations governing real estate in Maryland’s Montgomery, Prince George’s, Howard, Baltimore, Anne Arundel, Frederick and Charles counties, as well as Washington, D.C. and Northern Virginia. He is experienced in navigating the statutory purchase rights of Counties and tenants in Maryland, including Montgomery and Prince George’s County ROFR.

Before joining Miles & Stockbridge, Bill chaired the Real Estate Transactions Practice Group at the law firm Linowes and Blocher LLP. He is a resident of Washington, D.C.
