Biography
Jeff Reilly is Miles & Stockbridge’s chief operating officer, responsible for implementing the firm’s strategic goals into the firm’s daily operations and overseeing a senior administrative team that manages the firm’s day-to-day business operations.
He previously served for 15 years as general counsel to the firm, advising on matters relating to professional ethics and responsibility, and continues to support the general counsel team.
Combining his prior experience in finance and banking, more than 30 years of complex commercial litigation and an outside general counsel practice, Jeff brings together a one-of-a-kind background to build innovative, practical and client-focused solutions to the delivery of legal services to the firm’s clients. Before joining Miles & Stockbridge, Jeff was a client of the firm, giving him unique insight into what clients expect from their legal counsel.
In his practice, Jeff coordinated legal services for his clients and was involved in the details of many of the companies' daily finance, operations, contracting and personnel issues and problem-solving at various managerial levels. Having developed an extensive knowledge of many of the entities' businesses, he was also involved in their strategic planning, mergers and acquisitions and the integration and reorganization of their various business units.
Jeff regularly represented clients in, among other areas:
- Enforcement of creditors' remedies and the defense of claims against financial institutions
- Real-estate-related litigation, including landlord tenant matters, title-related claims, use violations, application of the rule against perpetuities (Arundel Corp. v. Marie, 383 Md. 489 (2004)) and property tax appeals both at the administrative and judicial levels
- Counseling on intellectual property issues (copyright, trademark, trade secret, licensing and unfair competition, among others)
- Emergency matters, where the exigencies of clients’ circumstances required seeking or defending against immediate relief from a court (such as injunctions, receiverships or attachments before process)
- Contractual claims arising from a wide variety of business relationships
Jeff also has represented major property owners and taxpayers in a variety of tax appeals across Maryland. He has tried numerous cases in the Maryland Tax Court involving valuation, classification and exemption issues and the impact of local land use and development ordinances on property valuation. He has appeared before Property Tax Assessment Appeals Boards in most of the major jurisdictions in the state.
Jeff’s clients have included the owners of a 23-building mixed-use office and commercial park in Baltimore County, a major regional shopping mall in Frederick County, a former foundry in Baltimore City, a religious organization in Frederick County, a brick manufacturer in Garrett County, parking lot operators in Anne Arundel County and the developer of a multi-hundred-lot residential development in Washington County.
