Biography

Linda S. Bruggeman is a government contracts lawyer with experience representing clients in matters involving the Department of Defense, NASA, and civilian agencies, including the defense of qui tam actions under the False Claims Act.

Linda’s practice focuses on both litigation and counseling in connection with government contracts, with particular emphasis on issues involving cost allowability, the Cost Accounting Standards, and the Truthful Cost and Pricing Data Act (previously known as the Truth in Negotiations Act, or “TINA”). She has performed compliance reviews and developed compliance policies and procedures for many major government contractors, principally on TINA and cost accounting and allowability issues. 

Before joining Miles & Stockbridge, Linda was a member of the Government Contracts Group of Crowell & Moring, which she joined after practicing government contracts law in the General Services Administration and serving as legislative counsel for the Department of Justice.
